Adoption & Fostering Service

We want every child in the Council’s care to have the best chances possible in life. For looked after children to rebuild their lives, stability and support is vital. When a child has left their birth family, we believe her or she has the right to live with a ‘forever’ family. And we believe that should happen well within 12 months. Usually, adoption searches should be complete within half that time.

With around 2,000 children in our care, this is a big commitment to make. But together, we’ll do everything to find homes that suit a child’s age, developmental and emotional needs. Listening to the child is at the heart of our approach. We support them on their own personal journey.

We’ll take care to ensure every child lives with a family that’s supported and equipped to stick by them, no matter what problems arise. Crucially, we want to preserve healthy sibling relationships. So we’ll see that no child is separated from brothers and sisters they love.

What’s more, we’ll carry out searches for bespoke foster carers at the same time as searches for legal permanence – so an unexpected change never needs to be a full stop.

We’ve got the will to achieve this. Now, we’re shaping the way. Because it’s the right thing to do.

Family and Friends Service

We are a new and developing citywide service providing Special Guardianship, Connected Persons, Private Fostering Assessments and Support  all under one umbrella.

Our teams manage a mixed caseload and no two days are the same.

We work hard to undertake strengths based, robust and timely assessments with a clear focus on the child.

Our work is fast paced, and deadline centred; and suits people who thrive on challenges and are able to manage conflicting priorities.

We provide excellent support networks for our team; monthly supervision as well as access to regular training.

Birmingham has redesigned its Family and Friends Service and it is an exciting time to join the team and be part of the changes.

  • Extensive experience of working with vulnerable children and their families.

Team Manager

As a Team Manager, you’ll lead a group of social workers delivering truly child focused services. They will look to you for vision and direction. We will look to you to improve services, champion the highest standards of practice and realise real positive changes to children’s lives. You’ll do this by empowering the people in your team, from senior practitioners to support staff, and by forging strong links with partner agencies. Through reflective supervision and evidence based audit, you’ll make safeguarding children’s welfare the cornerstone of every aspect of practice.

A qualified, HCPC registered social worker, you’ll bring to the role significant professional experience and learning – from practice to supervision. We’ll expect you to have a proven track record of successfully managing change or improvement to services and practices, plus experience of delivering services through a regulatory inspection process. You share our passion for proactive safeguarding of children. With excellent communication and relationship building skills, you inspire a positive culture of high performance, clear direction, collaboration and dialogue.

Senior Practitioner

As a Senior Practitioner, you’ll play a leading role in improving the quality of professional social work practice. With a remit spanning the breadth of the casework cycle, you’ll be a champion of positive changes for children, young people and their families. Leading by example, you’ll make a direct difference through complex casework. As well as taking a needs-led approach to social work, you’ll nurture the development of less experience colleagues – whether through mentoring or simply sharing your technical and professional expertise on everything from legislation to practice.

A qualified, HCPC registered social worker, you’ll bring to the role extensive experience of working with vulnerable children and their families. Totally committed to the principles of flexible team work, you’ve made a difference in close collaboration with other teams, statutory and voluntary agencies. You have a demonstrable flair for sharing everything you’ve learned about key legislation, and challenging casework, with students and colleagues. It is your excellent communication skills and proven talent for evaluating complex reports and situations that really sets you apart.

Social Worker

As a Social Worker, you’ll safeguard and promote the welfare of Birmingham’s most vulnerable children and young people. We’ll look to you to deliver high quality services across your caseload, keeping wellbeing and safety at the heart of your approach. Critically analysing a host of information, you’ll create plans for children in need of protection and in care. Each plan will be shaped by the child’s unique needs and best interests. You’ll involve multi agency partners and work in close partnership with them, to ensure children’s wishes are met at every step of the way.

A qualified, HCPC registered social worker, you’ll bring to the role experience of working with vulnerable children and their families. Committed to working flexibly with others, you have collaborated effectively with other teams, statutory and voluntary agencies. You have a demonstrable understanding of key legislation, which equips you to analyse and intervene effectively in situations that are increasingly complex and challenging. Crucially, you have the ability to communicate clearly to all kinds of audiences, both in person and in writing.

Fostering Support Team

We take care to ensure foster carers benefit from well planned, high quality training and tailored support, so they can do their best for those in their care. Safeguarding children and young people is always at the heart of our approach.

We promote the active participation of children, young people and their families in service development and delivery.

Ours is a ‘can-do’ culture, so we’re constantly looking at how we can make positive changes, to improve practice and processes.

Adoption Assessment Team

Over previous years we have been able to increase our adoptions from 80 – 120. We now have a target of around 180 adoptions each year in our diverse city, it’s crucial to have a good range of adults who can provide legal permanence through adoption. So we proactively recruit new adopters who suit the needs of our children, on an ongoing basis.

Careful analysis, review and reporting are central to our practice. Crucially, we have a total commitment to nurturing adopters. We ensure each individual understands the impact of a child’s journey into their care.

Family Finding Team

Working alongside the child’s network, we take care to identify permanent carers who can meet the needs of children over the age of two. From driving recruitment campaigns, to organising effective presentation and planning, everything we do is fully centred around the needs of the child.

Decisions always progress at the child’s own developmental pace. It all takes close collaboration with the child’s Social Worker and Independent Reviewing Officer, as well as with the carer.

Panel Team

We are committed to ensuring the quality and effectiveness of Fostering and Adoption Panels in Birmingham. It’s a broad remit – from driving statutory compliance and preparation for Ofsted inspections, through to ensuring panel members are appropriately trained and vetted, and their decisions are accurately recorded. Our approach will continue to evolve along with best practice. Crucially, we’ll always promote the involvement of children and families in service development.

Adoption and Fostering Recruitment Service

We are a citywide service who play a critical role in attracting people to adopt and foster the children of Birmingham.

Our team role and functions include promotional activities, duty, initial and stage one assessments. You need to be a confident and experienced worker who is able to work with and present to various communities and professional networks.

Our work is short term and varied given that it covers all aspects of fostering and adoption enquiries.

We provide excellent support networks for our team; monthly supervision as well as access to regular training.

Our work does require some evening and weekend commitments.

Mainstream Fostering Assessment Team

With around 2,000 children and young people in the Council’s care, we’re always welcoming new foster carers. We’re the ones who ensure they are ready and able to fulfil their responsibilities to children. We look to make sure every carer demonstrates high levels of motivation, plus equally high ambition for their children. We turn around assessments rapidly – usually within four months – so Stages 1 and 2 can run alongside training, and children don’t have a long wait for great care.
